Invisible Ubiquity: The Surprising Relevance of Disability Issues in Evaluation

Carol J. Gill is a clinical and research psychologist specializing in health and disability.  She is on the faculty at the University of Illinois at Chicago in the Department of Disability and Human Development and is the Director of the Chicago Center for Disability Research.  In her plenary address, she will use the cultural context of the disability community to explore themes with broad relevance for evaluators.   She will examine sources of error in program evaluation that derive from insider vs. outsider status, and wrestle with the question: Can advocacy and objectivity be reconciled?  Issues concerning representation will be addressed, such as: Who speaks for the disability community?  And, how do you construct a representative sample?   She will also explore issues related to inclusion and power, such as: When is participation genuine? And, who is empowering whom?
