Abstract: We will focus on three areas important to building evaluation capacity with regard to cross-cultural evaluations of leadership development: 1) How is the role of an evaluator similar or different when working across cultures? What capacities do evaluators need to work effectively across different cultures? How can evaluators build their capacity and/or compensate for not having certain knowledge or skills? 2) What are key issues related to data collection? What are different expectations about stakeholder involvement? How can evaluators better understand possible risks associated with stakeholder involvement? What forms of data collection should be used? How can evaluators manage the logistics of language and distance? 3) What are key issues related to data analysis and interpretation? How can one detect measurement invariance with small samples? How can evaluators be sensitive to differences of meaning with regard to concepts of leadership? What are examples of process used to include stakeholders in the interpretation of data?
