Session Title: Evaluation Capacity Building Unplugged

Abstract: In spite of the many evaluation capacity building (ECB) efforts that are underway around the world, there is little empirical research that guides evaluators in their design and implementation of such activities. For example, few have written about the linkages between ECB and adult and workplace learning theory, or the theories and practices of organizational learning. In addition, few have offered a typology of strategies and their appropriate uses, or provided evaluation data on the effectiveness of various capacity building strategies. In this session, participants will: 1) be engaged in developing a logic model of evaluation capacity building and, 2) be asked to review and critique a draft of a new evaluation capacity building conceptual framework. Our hope is that participants will leave the session with new insights about ECB and practical ideas for maximizing the ways in which they work to develop others' evaluation capacity.
