Abstract: E-GOALS, Exchange Grantee Outcome Assessment Linkage System- is the Bureau of Educational and Cultural Affairs online performance measurement system. It provides critical data and analysis to the Bureau's partner organizations, State department program managers, Educational and Cultural Affairs leadership, OMB, Congress, and the American people. The Office of Policy and Evaluation works with internal clients to discuss mission, goals and objectives of programs and then designs surveys that measure the effectiveness in reaching these goals. Exchange Participants are able to access E-GOALS surveys directly through a web link and enter their own responses. The Evaluation Division analyzes the data for the program office and delivers comprehensive Key Findings reports and results driven Rapid Reports. E-GOALS enables the Evaluation Division to produce customized web-based surveys, access survey data from a centralized repository and provide customized reports which save money for our partner organizations
