Abstract: This session presents a quick reference guide to methods for evaluating public R&D programs prepared for managers of those programs--particularly managers whose prior exposure to evaluation has been limited largely to peer review. Often managers of R&D programs may lack information in the form needed to describe succinctly and effectively the benefits of their programs even though they know the technical aspects of their programs in detail. This brief compendium provides a convenient and quick reference for managers to become aware of and to access suitable evaluation methods for their needs. Specifically, it provides a directory of 15 evaluation methods that have proven useful to R&D program managers in Federal agencies. It defines each method, explains its use, lists its limitations, illustrates its use in an example, and provides references.
