| Abstract: This demonstration will review a methodology for measuring improper payments in the Child Care and Development Fund (CCDF). The CCDF is a 5 billion dollar block grant that allows maximum flexibility for States to set critical policies such as establishing eligibility criteria. The US Department of Health and Human Services (USDHHS) Child Care Bureau (CCB) is following the rulemaking process to impose error rate measurement and reporting requirements on all States receiving CCDF. The presentation will review the development, implementation and utility of the following key components of the error rate methodology based on a pilot study implemented in nine States: - Sampling procedures; - Computation of five error rate measures; - Data collection instruments; - Record review process; - Computation of a national estimate of an annual amount of improper payments in the CCDF; and - Potential evaluation methodology for estimating cost savings through program intervention. |
