Abstract: This method enables a university's central administrative unit to demonstrate numerically the effectiveness of each academic department's planning and evaluation effectiveness. Using 12 indicators, such as research exploration range and depth, measuring frequency, improvement range and frequency, diagnostic capacity of planning, best practices generation, and program participation, a single planning and evaluation index score is computed. Departmental effectiveness is now comparable without resorting to subjective anecdotal accounts. These measures are automatically embedded into university on-line program review self-studies, giving visibility to a departments' proficiency of and dedication to regular self-evaluation for purposes of improving student learning, faculty research, and faculty service or outreach.
