Abstract: The Office of Management and Budget's Program Assessment Rating Tool (PART) evaluation process has been used to assess federal programs for the past six budget cycles. Since its inception it has continued to receive both praise and criticism but has not been formally evaluated in the context of evaluation standards and has remained relatively stable in its design the past several years. This session will address whether the PART evaluation process meets its own standard of being free of design flaws as expressed in its Question 1.4 that reads: Is the program design free of major flaws that would limit the program's effectiveness or efficiency?
