| Abstract:
The Bureau of Educational and Cultural Affair's (ECA) Office of Policy and Evaluation within the U.S. Department of State is tasked with assessing the performance of its exchange programs. They have developed a logic model that organizes these diverse programmatic activities and objectives into nine measurable outcomes. These outcomes are then measured using performance indicators through customized surveys using an online system called E-GOALS. The system has the capacity to deliver web-based surveys in multiple languages. The panel will share its learning experiences in combining performance measurement and system delivery.
Specifically, the panel will:
1. Provide a summary of the E-GOALS Survey system and its development
2. Outline the nine bureau level performance outcomes
3. Discuss the construction of the nine indicators that are based on the outcomes
4. Demonstrate examples of our pre, post and follow-up templates
5. Highlight critical features e.g. multi-language database

Part 1: This panel will begin with a brief overview of the E-GOALS system and its development
The presenter for parts 1 and 4 will be Ms. Cheryl Cook. Ms. Cook is the E-GOALS Director. She is knowledgeable regarding the program management and system development and is the individual who is most familiar with the E-GOALS system.

Part 2: An Outline of the Nine Bureau Level Performance Outcomes - Part 3: The Construction of the Nine Indicators That are Based on the Nine Bureau Outcomes-Question Bank

Part 2: Will present an outline of the nine ECA Bureau performance outcomes will be presented. The theoretical basis for logic model will be discussed. Part 3: The construction of the nine indicators will be discussed. This discussion will demonstrate how the nine indicators were directly derived from the nine bureau performance outcomes Dr. Steve Gaithers is a senior evaluation office. As a former professor of statistics, research methods and systems theory, he fills the role of the ECA Division's statistician. with the ECA Evaluation Division of the U.S. Department of State and will present parts 2 and 3. He uses the E-GOALS system as a primary data source.

Part 4: Examples of Our Pre, Post and Follow-up Templates - Part 5: Highlight Critical Features, e.g., Multi-language Database

Part 4: The presenter will discuss the characteristics of the multi-language database. She will briefly outline the process and characteristics of preparing a translation for a survey. Part 5: The presenter will show an example of our pre, post and follow-up templates. Ms. Hale will discuss the financial implications of using electronic verses paper versions of the surveys. The presenter for parts 4 and 5 will be Ms. Michelle Hale. Is the survey creation-design coordinator in the U.S. Department of State, ECA Evaluation Division. She is experienced in preparing, administering and conducting analysis for domestic and foreign language survey projects.
