| Abstract: EngenderHealth's ACQUIRE (Access, Quality, and Use in Reproductive Health) project works with local, national and international partners to advance and support family planning and reproductive health (FP/RH) services, with a focus on facility-based care. In 2004-05, rigorous baseline evaluations were conducted in three key countries – Bangladesh, Bolivia, and Tanzania. These baselines used instruments previously developed by MEASURE for Service Provision Assessment and Quick Investigation of Quality. A process evaluation of these baseline surveys including review of reports, phone interviews and a metaevaluation using the program evaluation standards is used to draw lessons learnt in adapting and using instruments in diverse contexts. Lessons learnt include: local involvement and ownership; clear expectations and coordination; realistic timelines; external technical consultation and timely development of analysis and tabulation plans. These lessons learnt feed into planning for endline evaluation scheduled for 2007-08 in these countries. |
