| Abstract: This paper talks about monitoring and evaluation techniques designed for International Visitor Leadership Program (IVLP), a State Department-sponsored program for professional exchange. The paper explores a unique model of effective alliance between U.S. government, national program agencies, and thousands of volunteers across the country (Centers for International Visitors) that work together to administer IVLP. Started in 1940 with Inter-American exchange, IVLP brings annually to the U.S. about 4,500 promising leaders from 185 countries in 50 areas of expertise. The paper analyzes criteria for M&E for measuring IVLP success and discusses its findings. The evaluation design is crafted to measure short-and-long outcomes in light of the State Department program objectives. Program success is measured at four major levels: satisfaction with the program; new subject-related knowledge acquisition; changed attitudes and increase of civic responsibilities; and organizational change. A multi-attribute evaluation model to measure success in international exchange will be presented and discussed. |
