| Abstract: This session discusses lessons learned from M & E activities conducted in Sector-Wide Approach (SWAps), a new approach in international development. The lessons are obtained from the author's field experience as a M & E specialist in Tanzania's agricultural sector, as well as from an extensive review of study reports on SWAps. Based on lessons learned, a new system of M & E is proposed, consisting of: (i) prior (but flexible) mutual agreements of goals, indicators and target values among all relevant stakeholders; (ii) a focus on outputs by local entities and on outcomes by central governments; (iii) a mixed use of review and evaluation; and (iv) a reflection of local values through the conduct of periodic systematic needs assessments. Finally, the presenter will compare the proposal with other evaluation practices in the field, such as: Result-based M & E; Evidence-based evaluation, and the DAC evaluation criteria. |
