Roundtable: Evaluation for Public Contracts

Abstract: When a public agency contracts for goods or services, the public deserves to get what it paid for. Some public agencies such as the Defense Contract Management Agency or various Inspector General Offices conduct audits and evaluations I will present hypothetical examples of contract evaluations for the design or construction of public school facilities. We will then have an opportunity to discuss issues on the theory and practice of contract evaluation. What are some of the best approaches one can take to the evaluation of public contracts? Should one focus only on the specifics of the contract, or should one also look at broader organizational issues? How does one set the evaluation criteria for a public contract? How does one generate significant findings with beneficial impact? How is the evaluation of the contract different from the audit of the contract? What are the peer review standards?
