Abstract: The Paris Declaration, endorsed in March 2005, is an international agreement signed by over one hundred Ministers, Heads of Agencies and other Senior Officials. The Paris Declaration lays down an action-orientated roadmap intended to improve the quality of aid and its impact on development. An independent cross-country evaluation of the Paris Declaration commissioned and overseen by an international Reference Group was initiated in 2007. The first phase of the evaluation consists of 20 separate but coordinated evaluations in Australia, Bangladesh, Bolivia, Denmark, Finland, France, Germany, Luxembourg, Mali, Netherlands, New Zealand, Philippines, Senegal, South Africa, Sri Lanka, Uganda, UK, Vietnam, AsDB and UNDG. A Synthesis of these evaluation was completed in June 2008. This is one of the hitherto largest joint evaluations undertaken applying a unique decentralized approach The Panel will present and discuss the organizational and methodological lessons learned by different stakeholders in the evaluation.
Organizing the Evaluation of the Paris Declaration

This first presentation will describe the how the evaluation was organized and designed to ensure stakeholder ownership, and discuss the strengths and weaknesses. Niels Dabelstein is co-chair of the Reference Group for the Evaluation and coordinated the overall evaluation.

This presentation will describe and discuss the conduct of the country evaluation in Sri Lanka. Focus will be on organizational issues. Mr. Sivagnanasothy is co-chair of the Reference Group for the Evaluation, member of the Management group and was responsible for the evaluation in Sri Lanka
Evaluating the Paris Declaration: A Donor Country Perspective

This presentation will describe and discuss the conduct of the donor country evaluation in the Netherlands. Focus will be on organizational issues. Mr. Kliest is a member of the Reference and Management Groups for the Evaluation and was responsible for the conduct of the Evaluation in the Netherlands.
Evaluating the Paris Declaration: Synthesizing 20 Component Studies

This presentation will discuss the methodological challenges of synthesizing 20 diverse evaluations. Mr. Wood in an independent evaluator leading the team that produced the overall evaluation Synthesis report.
