| Abstract: Whether in education, health care, mental health, or any other human service system, high stakes testing is a double-edged sword. As evidenced by No Child Left Behind, testing for accountability purposes can both improve and diminish program quality. This demonstration presents the use of Self-Determination Theory-based logic models as an approach that reconciles accountability with quality improvement. Based on a systems-thinking approach, these models create a means for holding human service systems responsible for both outcomes and well-being of the individuals the outcomes affect. Data from the evaluation of a comprehensive out-of-school program exemplifies how the data can be collected and the utility of the results. In addition to the theoretical explanation and exemplar, participants will be provided with tools for constructing models specific to their own evaluations, selecting and using measurement instruments, and methodology for analysis. |
