Abstract: This session will provide an overview of evaluation research on the implementation of community policing, with an emphasis on projects that have been sponsored by the U.S. Department of Justice, Office of Community Oriented Policing Services (COPS Office). Focusing on the local level rather than on the evaluation of national programs, the session will also provide a detailed look at the development and testing of the Community Policing Assessment Tool, and discuss its use in agency level evaluations. Finally, the session's discussant will offer a perspective on using the Assessment Tool and how agencies and evaluators can build partnerships that will support evaluation efforts and ensure both partners benefit from the results.
Overview of the Office of Community Oriented Policing Services and Efforts to Evaluate Community Policing

Deborah Spence is a Senior Social Science Analyst in the Program/Policy, Support and Evaluation Division of the COPS Office. She will provide an overview of the COPS Office and its work to encourage the evaluation of community policing at both the local and aggregate level. In doing so she will discuss the strengths and weaknesses of previous work and how the lessons learned helped inform the creation of the Community Policing Assessment Tool.
Creating and Testing a Community Policing Assessment Tool

Robert Chapman is the Supervisory Social Science Analyst for the Program/Policy, Support and Evaluation Division at the COPS Office, where he served at the program manager for the development of the Community Policing Assessment Tool. He will discuss the process of developing the Assessment Tool and the lessons learned from the pilot tests. He will also highlight the role that a community-based evaluator can play in the application of the Assessment Tool, and how the results of the tool can assist in the development of an ongoing partnership with an agency focused on outcome and impact assessments.
