| Abstract: Department-wide evaluation became a strategic priority of Harris County Public Health & Environmental Services (HCPHES) upon release of its Strategic Plan in 2005. Prior to the Strategic Plan's establishment, there were no mechanisms to systematically evaluate outcome objectives to determine effectiveness of programs across the organization. To address this gap, the HCPHES Evaluation Framework was adopted in 2006, which currently functions as HCPHES' evaluation policy. This presentation will describe the HCPHES Evaluation Framework, which is based on a conceptual model of public health system performance proposed by Handler and colleagues, and published in the American Journal of Public Health in 2001. It will also address 1) how evaluation roles among key staff across the health department support the Framework's structure and viability; 2) the 14-month outcome measure development process for health and environmental programs; 3) a pilot test of proposed outcome measures; 4) evaluation capacity-building efforts; and 5) lessons learned. |
