| Abstract:
Building evaluation capacity in an organization requires support and attention from all levels. This panel focuses on how Virginia Cooperative Extension builds employee program, process, and performance evaluation capacity through middle managers known as District Directors and field-campus liaisons known as District Program Leaders. Virginia Cooperative Extension program development and evaluation specialists will share their experiences working with these organizational leaders for improving program evaluation. District Program Leaders and a District Director will also share their efforts and best practices for developing Extension agent program development capacity. Specific joint efforts to be highlighted include evaluation training and technical assistance content and process, professional development for organizational leaders, unified communication, and integration with performance review. Group discussion will follow so participants can more specifically glean best practices for their own work with complex organizations working to build program evaluation capacity in employees.

A program evaluator’s work can be greatly enhanced through a team approach to evaluation capacity building. This presentation looks at how program evaluation specialists work with Virginia Cooperative Extension District Directors and District Program Leaders to enhance agent program evaluation capacity through training and technical assistant, relationship building, and problem solving.

Virginia Cooperative Extension District Directors serve as administrative middle managers with a major focus on personnel management, fiscal management, and policy compliance. These middle managers use information from program, process, and performance evaluations to guide this work. District Directors enhance the program evaluation capacity in agent employees through support for training and technical assistance, including evaluation competency in employee professional development, support, and performance management, and providing support for District Program Leaders in developing agent program evaluation capacity.

Virginia Cooperative Extension District Program Leaders serve as a liaison between Extension field faculty and staff and state faculty and administrators in developing, implementing, and evaluating educational programming. These leaders provide direct training and technical assistance to employees on the front line in program evaluation. This role increases the speed at which Extension agents build evaluation capacity and conduct quality program evaluation.
