Abstract: ConnectHIV is a Pfizer Foundation funded initiative that is providing $7.5 million in grants and technical assistance over three years (2007-2010) to twenty AIDS Service Organizations that take a comprehensive, evidence-based approach to HIV prevention and access to care and treatment. Evaluation is a centerpiece of the initiative where assessment activities are being conducted at both the local grantee level as well as nationally through a cross-site evaluation. Grantee buy-in on evaluation was garnered through several methods, including: participation in a individualized evaluation needs assessment and in a grantee ‘evaluation summit’ after funding awards were made; grantee specific technical assistance on local evaluation efforts; formation of a Grantee Evaluation Advisory Committee on the cross-site evaluation; grantees’ direct involvement in the formation of cross-site measures; the promotion of peer learning communities and training of grantees on PDAs for national data collection. While the participatory process is time-consuming, overall it has fostered innovative approaches to engaging grantees which has resulted in grantees’ appreciation and ownership of the project’s evaluation components resulting in quality data reporting, increased use of findings and increased interest in evaluation beyond the project.

Abstract: This evaluation paper highlights the importance of collaborating with the client to maximize the effectiveness of a program in a formative evaluation. Using a collaborative evaluation approach, motivated the client to reflect on and modify the implementation of her science inquiry-training program. This program aimed to increase the performance of English Language Learners by modeling science inquiry techniques and strategies to classroom teachers in the intermediate level of an elementary school. Through self-reflection the client was able to identify strategies to improve the program, and better align the objectives with her practice and needs of the participants.
