| Abstract:
For years, performance measuring has been part of management with an initial focus on single or similarly focused projects. As accountability demands expand, the scope and unit of analysis now include whole organizations and large, complex, diverse, and multi-site programs. In many areas, available evaluation language and methodologies have been inappropriately fit on to these different demands. However, systems assessments require distinct terms of art and methodologies to describe mechanisms of effect and holistic impact, which are not yet available. Therefore, cognitive, IT, linguistic, social, physical and financial infrastructure must be developed that enable systems assessment independence, as well as support collaborations between areas in order to appropriately measure performance. Synthesis of approaches and building collaborative infrastructure will be addressed. Discussions will focus on system level critical intervention points and metrics, including a draft systems assessment tool kit.
