Abstract: In child welfare and related fields, assessments of children, parents, families or communities are traditionally conducted from the perspective of professionals. Rarely do stakeholders have an opportunity to assess themselves, and then to have this assessment drive service planning. A community-based initiative for child maltreatment prevention called Neighborhood Based Prevention (NBP) approached the assessment process differently. As a stakeholder driven initiative, it made a deliberate attempt to use stakeholder assessments of needs and assets to develop a plan of action. The evaluation team facilitated the community assessment, thereby playing a critical dual role of research support and evaluation. This dual role has implications for evaluation policy and practice, especially for initiatives that are participatory and action oriented but limited in technical expertise. In our Roundtable, a stakeholder representative and the NBP evaluators will partner to discuss the assessment process, outputs and implications for evaluation policy and practice in community-based initiatives.

Abstract: This roundtable session offers participants an opportunity to review and provide critical feedback on a checklist for assessing the evaluation needs and capacities of projects funded through the National Science Foundation’s Advanced Technological Education program. The needs assessment results will guide the development of resources (e.g., instruments, templates, exemplars, how-to-guides) keyed to areas of greatest need. These materials will be offered through a Web-based evaluation resource center. The resource center will be oriented to the needs of ATE grantees and evaluators, but may be accessed by the evaluation community at large. Since the checklist’s content will drive the needs assessment and subsequent resource development, it’s critical that it is properly focused on important aspects of evaluation and reflect relevant evaluation standards and NSF’s expectations for evaluation. This work has especially important implications for improving evaluation practice, since it is grounded in the work of evaluators in a specific, real-world context.
