Session Title: The Impact of Context on Evaluation Choices: Lessons From Three Cases

Abstract: Jody Fitzpatrick will moderate a discussion with Leonard Bickman, Ross Conner, and Katrina Bledsoe about specific evaluations they conducted. The discussion will focus on ways in which the contexts of those evaluations influenced the choices they made about the questions to be addressed in the evaluation, the methods to be used, the role of stakeholders, and their efforts regarding use. The cases include evaluations of different types of programs (early childhood-parent education, community health, and mental health), with different purposes and evaluators in different roles. The evaluations will be summarized briefly; then, the panel will move to a discussion. Contextual influences to be discussed include the expectations and values of stakeholders, the evaluator's conception of his/her role and the purpose of the evaluation, the nature and discipline of the program to be evaluated, the culture of the program and/or community, and the state of knowledge in the field.
