Session Title: Improving Government Performance Management

Abstract: Government performance management is the focus of the Administration's efforts to demonstrate accountability and effectiveness to the public. To prepare for recommendations for improving government performance management to the New Administration during the Administration transitional period, it is important to review Federal agencies' experiences with PART, the PMA, BPIR, etc. Panelists will discuss how this NAPA project progressed from its conceptualization, through data collection and analysis, to suggestions for improving performance management for the New Administration. Panel discussions will also include interviewing OMB examiners and their agency counterparts to glean information and recommendations from "the trenches" about PART, its beneficial effects and downside, its issues of implementation, its limits in measuring program effectiveness and efficiency, etc. Suggestions from interviews with the PIO Council and selected agency PIOs to improve government performance management will also be discussed as well as reviews of state and local best practices, including Washington, Oregon, Maryland (CityStat, StateStat) and their common themes, and suggestions from national experts on the issue of performance management improvement.

As the chair of the NAPA panel on government performance improvement, Kathy will describe how this project, a brainchild of hers, was conceptualized, planned, organized, implemented, and how recommendations were made to the New Administration to help guide and improve government performance management.
