| Abstract: Previous evaluation approaches have been criticized for lack connection between process and outcomes. The approach we will describe is a method of addressing this criticism. This presentation discusses the incorporation of implementation measures, rubrics and matrices, as pieces of larger program evaluations in three separate programs in South Carolina: Diverse Pathways in Teacher Preparation (DP), South Carolina Reading Initiative (SCRI), and South Carolina Reading First (SCRF). Evaluators at the University of South Carolina collaborated with project personnel to develop these program-specific instruments to measure implementation. Instruments to measure implementation, Implementation Rubrics or Implementation Matrices, will be discussed and sample items from each instrument will be provided. The specific project needs that guided instrument development as well as the instruments' use for formative or summative purposes will be shared. Additionally, researchers will share information about administration of the instruments, data analysis and reporting, and strengths and limitations of this method. |
