| Abstract:
Evaluation professionals are increasingly aware of the need to shape methods and the overall approach to the context in which they work. A team of monitoring and evaluation professionals working in low intensity conflict and post conflict settings in Sudan, Ethiopia and Kenya have recently spent the better part of a year reviewing their peace building program monitoring and evaluation methodologies and tools. Context evaluation was found to be critical and led to the development of an improved monitoring and evaluation approach. Panelists will describe their findings and review 7 critical questions for evaluation of peace building programs and present simple methods for analyzing the underlying programmatic theories of change -- illustrating how the dimensions of context influence method-choice and evaluation practice. The panel will also discuss how to more closely link initial conflict assessments to ongoing program monitoring and evaluation activities.

Examples of Peace Building Evaluation Practice: Opportunities and Challenges in the Field Setting

Ms. Aisha Ali is a Monitoring and Evaluation Officer in Sudan. She will present the context in which peace building monitoring and evaluation must take place and the dynamic factors that influence method choice. Ms Ali will present the challenges facing evaluation practice in conflict settings and illustrate how these challenges led to an effort to rethink their approach to building monitoring and evaluation practice.

Building Monitoring and Evaluation Systems for Peace Building Programs

Ms. Hannah Kamau is the Africa Regional Monitoring, Evaluation and Learning Advisor for Pact in Africa. She oversees evaluation practice across 14 countries, and has worked extensively with multiple peace building programs in Sudan and supported democracy and advocacy programming in DR Congo, Nigeria, Tanzania, Kenya, and Ethiopia. Ms Kamau will present the organizations new program module for building monitoring and evaluation systems in peace building, explaining the inherent relevance to context evaluation.

Contributing to Peace Building Evaluation Practice and Theory

Ms Dina Esposito is a Regional Senior Peace Building Advisor in Africa. She currently resides in Nairobi Kenya and has supported the design and management of peace building programs within the region. She will briefly review current theory in evaluation practice in peace building and discuss how context evaluation promotes quality programming.

Mr. Tim Hayden-Smith is a Peace Building Specialist who has spent the past year researching innovations and best practices in peace building programming in Africa. He will present key lessons drawn from his research about the importance of context evaluation in peace building projects in multi-site scenarios.
