Abstract: The growing complexity of world development increases the challenges for evaluators. The interconnectedness of programs, multiplicity of donors, greater scrutiny from stakeholders, and greater volatility of growth, all add to the challenges. And while globalization spreads prosperity, we are seeing that it also spreads damages when times go bad. This presentation notes the importance of evaluation basics and suggests the shifts needed to realize better development results through evaluation. At the same time, it discusses the need to recognize the tough challenges in many development contexts to achieving these shifts.
