| Abstract:
This presentation will review the evaluation approach and preliminary results for a community-based program to reduce and delay sexual activity among teenagers and help them establish boundaries in relationships. The setting for the study is a residential group home for youth with emotional and behavioral needs. This paper will discuss the rationale for selecting the evaluation approach, including a review of other designs that were considered.

Evaluating Post-adoption Services for Families When Conditions Change

| Abstract:
This paper identifies several implications for program evaluators to develop more flexible and adaptable evaluation approaches in response to human service programs having reduced budgets for evaluation as a result of declining economic conditions. The example is given of modifications in a program evaluation of a five year demonstration project that provided education and support for adoptive families. The cumulative effects of several contextual factors including the economy, changes in the direct service providers, and programmatic factors affected program attendance and participation patterns which led to program changes in location and service delivery model. The evaluation had included process and outcome components for the five year evaluation period but the emphasis shifted in year five to a process evaluation appropriate to project start-up rather than on outcome measurements. Suggestions are identified to apply the lessons learned to other human service program evaluations.

Framework for Evaluating Change in Complex Systems Across Context: An Example From Child Welfare

| Abstract:
The Children's Trauma Assessment Center in Kalamazoo, MI is implementing and evaluating a project designed to foster the integration of trauma-informed policy/practice across agencies in county child welfare systems in Michigan. A mixed methods evaluation design is used to capture change in multiple forms/phases of the system in four system-level domains, and within the context of each county. A tri-level evaluation strategy is used, examining system, individual practitioner, and child level changes. An interrupted time series design is considered to track changes longitudinally at the system level. Fidelity to trauma-informed evidence-based practices is monitored at the practitioner level and is considered for association with levels of traumatic stress symptoms at the child level. Evaluation design development and implementation to capture multi-level, multi-system change across contexts will be shared, as will preliminary results. Evaluation tools will be shared.

| Abstract:
There is considerable need to establish methods for reliably and effectively assessing quality of treatment implementation. This presentation will describe the methods used to assess the implementation of complex intervention serving youth with significant emotional and behavioral health needs. Preliminary data results will also be provided for this ongoing study.
