Relationship, Relevance, and Rigor: Culturally Responsive Evaluation Within the Context of Place-Based Education

| Abstract:
Culturally responsive evaluation is an evolving field within the evaluation discipline that has general applications within multiple cultures. Recently, the Native Hawaiian community has identified specific guidelines when conducting assessments with Native Hawaiian students. This paper uses a culture-based curriculum project as a case study in which to apply successful indigenous assessment practices. Additionally, it will highlight the role of interpersonal relationships, the relevance of culture and place, and rigor as key features of both culturally responsive evaluation and assessment, and of place-based education within an indigenous context.

Evaluation of a Community Approach to Tobacco Cessation on the Fond du Lac Reservation of Minnesota

| Abstract:
Since 2004 ClearWay MinnesotaSM has funded community-based organizations working with specific population groups to implement tobacco cessation programs using community-tailored strategies. Each group's unique cultural and historical characteristics and customs have played an important role in tailoring education, counseling and support services for clients. Similarly, they have helped shape the design and implementation of the evaluation. In this presentation we will focus on the tobacco cessation program of the Fond du Lac Reservation in northern Minnesota. We will discuss the participatory approach used in the program evaluation, the challenges encountered, and how they were addressed. We will outline the various aspects of the process and outcome evaluations such as documentation of the cultural adaptations to the curriculum, assessment of tobacco cessation success across time and satisfaction among program participants, and capacity assessment among tobacco cessation counselors. Some preliminary evaluation findings will also be presented.
