The Impact of State Educational Standard's Context on Methods and Instruments of Evaluation

Abstract: Russia's joining common European educational area provoked the introduction of the new generation of State Educational Standards. There are requirements to educational outcomes instead of requirements to educational content in the new Standards, which are described in terms of the competence based approach towards educational quality assessment. The purpose of our research was the analysis of changes in university's graduates assessment which were brought in context of the competence based approach. The information for research was received on the basis of questionnaires which were suggested to the teachers of 400 high schools engaged in preparation of graduates in the field of management. The analysis shows that the changes were about the methodological approaches in evaluation, dimensionality of measurement, types of instruments, item format, factors influencing educational quality and scaling methods. In our paper we present the changes which have taken place in assessment caused by the new context of Standards.
Development and Application of the Meta-evaluation Standards to Evaluate Report Results of Internal Quality Assessment for Higher Education Institutions in Thailand

Abstract: The purposes of this study were: 1) to develop the meta-evaluation standards for an evaluation of internal quality assessment in Thai higher education institutions. 2) to validate the meta-evaluation standards for evaluating report results of internal quality assessment for higher education institutions from external meta-evaluators 3) to apply the meta-evaluation standards in evaluating report results of internal quality assessment for higher education institutions. The data were collected from internal quality assessment reports, external assessors, and meta-evaluators. Three kinds of instruments consist of meta-evaluation checklist, meta-evaluation manual, and meta-evaluator training curriculum. The results will benefit for higher education institutions in providing a guideline that would improve the quality of higher education institutions and ensure that the findings from meta-evaluators had efficiency and effectiveness.
