Abstract: This presentation discusses methodological and conceptual challenges in empirically applying an integrated methodology to evaluation studies. The methodology was designed at the Department of Foreign Affairs and International Trade (DFAIT's), Canada, to evaluate the performance of all of its programs at a country level. The main challenges in applying the methodology lie in the need for an in-depth coverage of wide range of issues and the jurisdictional limitations that complicate attempts to assess the contribution of the results achieved by other departments. Another challenge is related to the attribution of results achieved especially when dealing with foreign relations. The presentation highlights the impact of the country context on the selection of evaluation questions and the methods used, and draws lessons for future applications of the methodology.
