Abstract: Building evaluation capacity in an organization is a complex, multi-faceted process. CDC's National Asthma Control Program has embarked on a process to build evaluation capacity among its funded partners to enable them to conduct useful and feasible program evaluations. While evaluators regularly develop plans for multiple evaluations of various aspects of a program over time, there has been little discussion of how to strategically sequence evaluations to augment evaluation capacity building activities. This roundtable will explore strategies for developing a strategic evaluation plan that will build capacity in the context of a public health program. Presenters will share experiences in developing tools to strategically assess both programmatic evaluation needs and organizational needs for evaluation capacity development. Presenters will also discuss challenges encountered in selecting elements to be included in strategic evaluation plans and potential criteria for assessing plans and measuring capacity.
