| Abstract: Parents choose family, friend, and neighbor (FFN) child care for a many reasons - for example cost, religion, culture, and kinship. Providers of FFN care often see themselves as babysitters, not early childhood education professionals. Never the less, the public support through child care development funds and private dollars through charitable foundations invested in these providers necessarily leads to a need to evaluate whether and how this type of care positively influences children's social and academic development. How does an evaluator define and measure quality in FFN settings? Is it possible to have a rigorous evaluation design given the highly selective nature of parents' choice in the type of FFN care they use? When multifaceted provider support programs are implemented, how are the many aspects of the intervention parsed and examined? This session will look at an ongoing project and will solicit insight on measurement and design from other evaluators. |
