Abstract: This think tank will explore the impact of outcomes-based project logic models on programs intended to promote systemic change and to inform federal evaluation policy development and refinement. Typical logic models are clearly service delivery focused and federal stewardship has a singular focus on attaining defined outputs and outcomes having a deleterious effect on effecting and documenting systemic change. The 3Is Model has been used to evaluate programs with systemic change intents and to re-think and refine their logic models. Since systems change is a complicated and intricate process, adjusting to changes in all aspects of the program logic model (including outputs and outcomes) is a feature of change efforts. Lessons learned from use of the 3Is Model will be used as an impetus for discussion intended to inform evolving federal evaluation policy to support program improvement and identification of promising practices.
