EDFacts Data Quality, Usability, and Limitations

| Abstract:
EDFacts has been described as a “U. S. Department of Education initiative to put performance data at the center of policy, management and budget decisions for all K-12 educational programs.” EDFacts combines performance data supplied by K-12 state education agencies (SEAs) with additional data sources, including information on federal program funding. ED’s Performance Information Management Service (PIMS) and the Policy and Program Studies Service (PPSS) are collaborating to increase the usability of the data in analysis, performance measurement, and decision-making at the federal, state, and local levels. This paper describes the EDFacts system, data and efforts to make greater analytical use of the data (e.g., in comparisons of high school cohort survival across states). It also addresses issues in assessing the limitations of the data and proposals to further augment the data.
