Abstract: International development is undergoing a transformation driven by fundamental shifts in the global economic architecture. In this time of turbulence and change, there is a premium on evaluative evidence to guide directions. But to seize this opportunity, evaluators need to revisit the existing evaluation frameworks, lift the game in terms of addressing important issues, and match the uncertainties of the time, while maintaining—indeed improving—evaluation quality. This lecture reviews the challenges for such a reorientation, drawing on the experience of the Independent Evaluation Group of the World Bank Group and other development organizations.
