Implementing an Evaluation Using Common Measures Across Multiple States With Individual Programs

| Abstract:
Over the past year several Cooperative Extension programs across six states participated in a pilot study to determine the extent to which individual state programs can use identical instruments to measure outcomes as part of their overall evaluation efforts. This paper will discuss the process used to identify the common outcomes (i.e., parenting and youth citizenship), appropriate survey instruments, and data collection methods. Challenges encountered will be discussed in relation to differences in specific content covered, variation in targeted age-ranges, and differences in duration of program delivery or dosage of the interventions. Additionally, site evaluators were asked to assess the “goodness of fit” of the instruments and the methods used as they applied to their specific programs. The primary focus of this paper will pertain to the lessons learned from the pilot study.
