Overview of the Home and Community-based Services Demonstration Waiver Grant Program

| Abstract:
With authorization from the Deficit Reduction Act of 2005, CMS awarded 5 year grants totaling $217 million to 10 States (MS, VA, KS, MT, SC, IN, AK, MD, FL and GA). The Medicaid Community-based Alternatives to Psychiatric Residential Treatment Facilities Demonstration Grant Program is currently being implemented in nine States. The goal is to test the efficacy and cost neutrality of this home and community-based waiver program. Client enrollment started in 2008, but some states were slow to make the program operational. Following a wraparound services model, states are including an array of services such as respite care, peer supports, psychosocial rehabilitation, family therapy, mental health services, and crisis intervention. Client age groups vary across states, as do the concentration on diversion from or enrollment following institutional care. All states are collecting a common minimum data set, and five states have included comparison groups in their local evaluation designs.
