| Abstract:
A classroom observation instrument needed to be designed for evaluations focusing on making improvements in schools in developing countries where many schools are visited over the course of a week or two. It was determined that a method of rapid appraisal of conditions in each school needed to be established and documented in a format that would permit comparisons across schools and provide summaries of indicators of educational quality. A streamlined protocol of “Indicators of Education Adequacy” was developed and field tested. It will be presented in a roundtable setting to gain feedback on the elements itemized in this tool (related to assessing Facilities and Environment, Learning Resources, Student Characteristics, Teacher Characteristics, as well as a guide to an overall assessment of instructional quality) and on the utility of the instrument. A discussion of other means of capturing such data is encouraged.

| Abstract:
This paper presents the findings of a study for assessing School Principal's needs for professional development. The research is part of an international evaluation study conducted in Australia, Canadá, United Kingdom, Mexico, scottland, South Africa and the US Unidos. Data collection involved qualitative case studies (participant observation, indepth interviews, focus groups, document analysis) as well as a survey to beginning principals in three states of Southern Mexico.
