| Abstract:
The Paris Declaration, endorsed in March 2005, by over one hundred Ministers and Heads of Agencies lays down a roadmap to improve the quality of aid and its impact on development. An independent, multi-phased and cross-country evaluation of the Paris Declaration was initiated in 2007. The first phase comprised 20 separate but coordinated evaluations in donor countries and developing countries. A Synthesis of these evaluations was published in June 2008. The second phase comprised 28 evaluations of donors and developing countries. It was conducted during 2010 - 11 and the report published in June 2011. The focus of phase 2 is on the effects of the Paris Declaration on aid effectiveness and development results. This is one of the hitherto largest joint evaluations undertaken applying a unique decentralized approach employing more than 150 evaluators from 30+ countries. The Panel presents the results of the evaluation and lessons learned from the approach.

Organizing the Evaluation of the Paris Declaration

This first presentation will describe the overall architecture of the evaluation and how the evaluation was organized and designed to ensure stakeholder ownership. Niels Dabelstein is Head of the PD Evaluation Secretariat and coordinated the overall evaluation.

This presentation will describe and discuss the conduct of the country evaluation in Bolivia. Focus will be on evaluation outcomes and methodological challenges. Mr. Bozo is a member of the International Reference Group for the Evaluation and was responsible for the conduct the evaluation in Bolivia.

Evaluating the Paris Declaration: A Donor Country Perspective

This presentation will describe and discuss the conduct of the donor country evaluation in the Netherlands. Focus will be on organizational issues. Mr. Kliest is a member of the Reference and chairs the Management Groups for the Evaluation. He was responsible for the conduct of the Evaluation in the Netherlands.

Evaluating the Paris Declaration: Synthesizing 33 Evaluations and Studies

This presentation will present the main findings and conclusions of the Synthesis report and discuss the methodological challenges of synthesizing 28 diverse evaluations and 5 Thematic Studies. Mr. Wood in an independent evaluator leading the team that produced the overall Synthesis report of the Evaluation of the Paris Declaration.
