Abstract: A focus on equity in National public policies and programmes has long been a moral imperative. In September 2010, UNICEF launched the publication" Narrowing the gap" making the argument of why it's important to achieve MDGs with equity. However, what are the methodological implications to evaluate pro-equity policies and programmes? What are the evaluation questions and methods appropriate to evaluate policies and programmes whose objectives are to narrow the gap between the best-off and worst-off populations? What is the role of evaluation in the improvement of policies to reduce inequalities and discrimination? This panel will present a recent work led by UNICEF in this field, highlighting the results of a study assessing existing methods to evaluate equity-based interventions in the areas of health, education, early childhood development, social and child protection, HIV/AIDS and social policy, and will present approaches and methods applicable to low and middle income countries. It will also present the work of UNWOMEN and the United Nations Evaluation Group in developing approaches and tools to evaluate the dimensions of gender equality and human rights in policies and programmes and the implications of their use in the evaluation practice. At this panel books on related topics published by UNICEF in partnership with the IDEAS, World Bank, UNDP, UNIFEM, WFP, ILO, IOCE and DevInfo, will be distributed to the participants free of charge.
Evaluating Gender Equality Interventions
