| Abstract: This expert lecture will review logic models that have been developed for science, research and technology development (RTD) programs in the U.S. and internationally, based on results of a request made to the RTD evaluation community. These various models will be characterized by types of activities, customer/stakeholder groups, and outcomes. The lecture will then examine the extent to which these logic models reflect theories of change and what those are. Where might these logic models inform performance expectations and display the complexity of linking specific R&D to economic and social outcomes? Finally the lecture will outline the lessons that emerge from this review that inform R&D logic modeling, program evaluations, and policy studies. What light, if any, do these logic models shed on a Science of Science Policy roadmap and science and innovation policy study questions? |
