Abstract: WVHSHG contracted with a consultant company to develop a program evaluation approach that could be used at Veteran Affairs (VA) Medical Centers and outpatient clinics nationally. The consultant team, WVHSHG, and subject matter experts from the VA, Department of Defense (DoD) and Health and Human Services (HHS) developed an assessment methodology to include a capability-based protocol assessment tool. The assessment tool was created by identifying four critical components of a successful Women's Health Program: (1) Program; (2) Health Care Services; (3) Outreach, Communication and Collaboration; and (4) Patient Centered Care (PCC) / Patient Aligned Care Team (PACT). Once the core components were identified, each was associated with key capabilities. For each capability, assessment criteria were developed based on internal/external standards and regulations. Critical success factors were identified for each criteria and are required for developed programs. Each capability was scored on a four point scale (highly developed to needs development).

Stacy Garrett-Ray, MD, MPH, MBA, Deputy Director, Comprehensive Women's Health, Women Veterans Health Strategic Health Care Group, VHA is the primary contact for the program evaluation efforts. She will provide the background of women Veterans health care across the nation leading up to the program evaluation efforts. A description of issues and demographic changes leading to the need of a national program evaluation of the care being provided to women Veterans will be provided. She will also identify the main objectives for the findings of the site visit data.
Women Veterans Healthcare Program Evaluation: Site Assessment Methodolgoy and Approach to the Development of a Protocol Assessment Tool

Deeanna Burleson RN, BSN, MSN is the project manager for the development and implementation of the site assessment methodology. The program evaluation methodology was developed by a group of SMEs from the DoVA, DoD, HHS and consultants. Women Veterans Healthcare Program Evaluation: Site Assessment Data Management

Leilani Francisco, PhD, MA, is responsible for providing database support and the direction for randomly selecting sites, creation of a database, scoring tool and moving the database and tools to a web based interface. She will provide a description of the statistical methods used to select the sites in order to provide a representative sample of sites to include of all types of VA Medical Centers. Sites were blindly selected on the basis of size, geographical location and facility complexity. A description on database construction and data management will be described.
