| Abstract: Our presentation will discuss past experiences of Chemonics International in measuring institutional strengthening in four different projects, using specifically adjusted measurement tools, such as the Partner Institutional Viability Assessment Index, the Organizational Capacity Assessment Tool, the Participatory Needs Assessment Tool, and the M&E Systems Strengthening Tool respectively. In particular, we will focus on how these various tools respond to the issue of sustainability, if at all. The presentation will also explore possibilities of including sustainability as another important factor in designing and adjusting institutional capacity measurement tools. Using a specific project example, we will present our multifaceted approach to measuring institutional capacity strengthening in our current Palestinian Authority Capacity Enhancement project (PACE) in the West Bank. In PACE, we are using innovative and quantifiable indicators measuring not only outcomes and impacts, but also the sustainability of our interventions. |
