| Abstract: We present the principal results of a two-year research effort funded by the German Federal Ministry for Technical Cooperation and Development (BMZ) on Tools and Methods for Assessing the Efficiency of Aid Interventions. The session is divided into four parts: 1. The motivation for our research is described by documenting the gap between what is expected and what is delivered in terms of efficiency analysis. 2. Existing understanding, definitions and misconceptions for the term "efficiency" are presented and put into context, ranging from simple transformation rates to more elaborate concepts in welfare economics and utility theory. 3. An overview of different methods for assessing efficiency is provided, highlighting their analytic power, their applicability, and their analysis requirements in terms of data, resources and skills. 4. From the above, four general recommendations for how to close the gap between expectation and delivery of efficiency analysis are derived. |
