| Abstract:
The process of new Federal State Educational Standards introduction for system of professional training is developing in Russia now. Instead of requirements to the content of education new Standards have requirements to results of training which are presented in the form of competencies frame. The evaluation of competence levels demands regular supervising and estimated procedures that requires guiding principles used in its development.
In our paper we presented the experience of Russian State University of Management which is the head of methodical association for 480 Russian universities and institutes which are carrying out the educational process in the area of management. We enter the number of the principles connected with theory and tools development for evaluation on the base of new Educational Standards .

| Abstract:
Given that needs assessment (NA) is usually related to complicated issues beyond need itself (DiLauro, 1979), a mixed methods approach is often suggested to be applied in NA. Although many NA practices use mixed methods, few published studies actually describe how to apply mixed methods in NA, and even fewer attend to mixed methods literature for thoughtful planning. Adopting the conceptual frameworks developed by Greene, Caracelli, and Graham (1989), this presentation will demonstrate how a mixed methods approach can be used to design a training NA for testing professionals in state-level testing organizations in China, followed by a discussion of how this approach can be applied in the general domain of NA. By highlighting the critical components of mixed methods purposes and design through this example, I intend to help practitioners understand how to carefully plan a mixed methods study and improve the quality of NA.
