Abstract: Most evaluations are not human rights and gender responsive in their design and implementation. Africa Gender and Development Evaluator's Network has noted that there is some form of 'resistance' to human rights and gender issues by evaluators and evaluation commissioners. The paper will explore reasons for this misconception and begin to bring out the value of conducting human rights and gender responsive evaluations. The following questions will be asked: What are the reasons for limited human rights and gender responsiveness in evaluations? What role can evaluation commissioners and users of evaluation play to ensure that evaluations are gender responsive? How can we influence more evaluators to ensure that all evaluations are human rights and gender responsive?
