| Abstract:
This study conducted in-depth international comparison of systems and procedures of aid evaluation, focusing policy/program level evaluation, among major donors. The examined donors (total 14 agencies) includes: Japan (Foreign Ministry, JICA), Germany (BMZ, GTZ, KfW), U.K. (DFID), U.S. (USAID), Canada (CIDA), France (Foreign Ministry, AFD), the Netherlands (IOB), United Nations Development Programme (UNDP), World Bank (WB), Inter-American Development Bank (IADB), and Asian Development Bank (AsDB). The client of this study is Foreign Ministry of Japan.
One conclusion is that most agencies have struggled how to judge the degree and the extent of value of its aid. Based on this recognition with other analytical results, the study team recommends the client to accept: (i) introduction of rating system, which enables a donor agency to clearly judge value of its aid, and (ii) separation of two evaluations, that are the one from diplomatic viewpoint and the one from aid effectiveness viewpoint.
